What is eating my sweet potato leaves

This is the first time I have planted sweet potatoes. They are northern variety so they should work well in our zone. Well, they have been growing wonderfully except every day more leaves are snipped right off the plant. We have a fence around it and we recently put a mesh over the top thinking that it could be birds. Well, the leaves are still being eaten off. What is it? Rabbits, deer and birds can't get in.

It's not insect damage, it's the whole leaf snipped right at the stem.
