Fuji apple tree season

I have 5 fruit trees that were planted bare root about a year ago: Cherry Plum, Nectarine, Apricot, Pear and Fuji Apple. All of the trees are in full bloom, except the Fuji Apple, which has bud bumps, but no blooms. It's not dead, and appears healthy, but has a kind of light, furry film on it that can be rubbed off with my finger to expose shiny new bark underneath. The film is only on the branches. I know that Fujis are late harvest fruit, so I wasn't expecting the tree to start blooming at the same time as the others, but now I'm getting worried. Does anyone know if Fuji Apple trees are supposed to be blooming in my zone now?
