Pears not waking up?

Hello I have 20 pears and asian pears that I grafted and planted last year back in my orchard All my other l pears, pears that I grafted this year and my rootstock pears are growing just fine and woke up long ago. What could be deal with these trees. I scratched one and it is still green underneath but no are pushing any buds some buds are falling apart. Some of the rootstocks these trees are grafted to are sending out suckers though. Could the scions previous location have anything to do with them waking up? Are they taking longer because they are grafted? The rootsctock is pyrus calleryana. The scions came from trees in oregon and arkansas. We had had 950 chilling hours this year which i think should be more than enough for any pear. Let me know what you think.
