When to prune top of chip budded paw paw?

Last summer I tried my hand at chip budding for the first time on some extra paw paw seedlings growing in pots. They spent the winter in the garage, and I brought them into the house a couple weeks ago. The rootstocks have started leafing out, but the chip buds have not. I scraped a tiny bit of bark of the chips, and I see green, so that's encouraging.

I'm wondering when I should cut the top off of the rootstock? I found some research at the KSU web site, but it's about chip budding in midsummer, and getting scion growth that season.

What are the relative merits of pruning the tops off now vs. waiting for the chip buds to start growing? Am I correct in guessing that pruning them now would probably get the bud to grow sooner?
