Do dormant fruit trees need to be watered?

If the leaves are all off the trees for the winter do the trees still have to be watered? The reason I ask this is this is the driest year so far that I can remember in Orange County, California, with only 1.07 inches of rain total since July 2006, and only .07 inches so far in January, which is normally our wettest month. The air is so dry the rain evaporates before it hits the ground, and the few drops that do make it to the ground evaporate within a few minutes. Normally the grass and weeds would be a foot and a half high about now if I didn't mow them, but instead I just have bare dirt.
