Try using a cheap pair of scissors. Actually, you can rip them with your fingers if your fingernails are strong enough for you to get a start.

Pencil is the best, I used permenant marker last year and had a hard time trying to figure out the names of the plants, but with the pencil I could read every one of them!

If they are the metal mini-blinds, you should be able to just bend them back and forth until they break. With the vinyl ones, I use a cheap pair of scissors.

Be cautious because the metal mini blinds can be very sharp. I got some once by mistake and had some cuts caused by the sharp edges. I now pass up the metal ones. Both the metal and plastic are easily cut with old scissors. I cut them really tiny and narrow for pots and larger if I need to keep really good track of something. I found too that pencil works well - even when wet.

Those scissors advertised to cut pennies work well for cutting those metal blinds. I make sure to cut the corners round and use a metal file for removing sharp edges.

Strong kitchen scissors. Then I use a china marker/grease pencil to write on it. It's waterproof and lasts longer than sharpies.

I cut with those cheap $1 kitchen shears. I write on them with either a permanent marker or a grease pencil (china marker). The china marker stays on longer. I have written on them with those carpenter's pencils. They are soft lead, so they write really well.

Someone suggested to me that if you spray them with cheap hair spray (like Aqua Net), the writing stays on longer.

On the metal strips I use tin snips and I use a fine nail set/punch to engrave the name into the metal, plus any other information. Especially useful for potted trees and other perennials where the label has to stay readable for a long time.

I use regular kitchen scissors. Our Aco Hardware has them on sale periodically for 10 cents. I make two diagonal cuts so the base forms a point for sticking into the soil. I haven't been successful with writing implements; even permanent marker wears off quickly outside. Therefore, I tend to use them for winter sowing, as opposed to plant markers outside.

The best way to make a marker with the mini blinds is to use Aluminum Foil Tape available in the plumbing section of your hardware store. A large roll goes for about five dollars and will make hundreds of markers. The tape is similar to your kitchen tin wrap. It has a very good adhesive backing that sticks wonderfully to the mini blinds. Just cut off a piece and stick it to your blind. You can write on it with anything, it doesn't matter. When you write on it, it simply makes an indent in the foil. Never fades, never smudges. I can reuse all of my markers that were out all winter, the moisture doesn't affect the sticky backing!

I use tin snips to cut them and mark them with a grease pencil (or china marker). It last for at least 4 years based on my experience.

I got mine at an art supply store.

got my grease pencil at my local true hardware where i got my little cheepie digital camera and all kinds of unusual stuff.
