Concrete Block Retaining Wall Drainage

My wife's uncle has just installed 80' of concrete block retaining wall, rebar every other cell, every cell filled with concrete, 8" wide, 40" tall... seems like it would be pretty sturdy, on 8" poured reinforced footings, 16" wide... but he has only left about 3" behind the wall, stating that a wall built this sturdy doesn't need drainage. Everything I've read says otherwise, but I don't have a whole lot of room, definitely not enough for a 4" drainage pipe. Skip it altogether, french drain with weepholes, 2" pipe in clean stone with filter fabric? Which way do i go from here? I'd appreciate some experienced input. There is not much water coming at the back of the wall as it sheds the other direction, but I know there will always be some. How best to proceed? Thanks for your thoughts.
