Cover cropping new construction site?

We're almost to the final grading stage of building our new house on a nearly 2 acre lot. There is a large area of disturbed ground, as we were on a slope from which we had to have a house site leveled out. (I don't think that last sentence could possibly be grammatically correct. sorry.) I'm planning on trying to get some tree service people to dump loads of chips for me to spread on as much of the disturbed area as possible over the winter. I was also thinking of maybe planting some annual rye grass or other cover crop, just to keep the weeds from getting a head start next spring. Have any of you done it that way? What's the best cover crop? (I'm in the maritime northwest, so the winter is pretty mild and people are still cover cropping here.) I'm on a limited budget, having blown all our money on the house. I will probably have to develop the garden over several years, starting near the house and progressing outward as the funds recover.
