rotation of tomatoes and hairy vetch

I am relatively new to gardening and have been doing lots of reading. We live about 30 minutes east of Dallas in the country. I understand that it is good practice to rotate where you grow your tomatoes from year to year. My involved question is this. If I picked two places, A and B. This year grow tomatoes in A, I believe I can grow a fall crop in my area. After I am done plant or sow hairy vetch. Next year plant tomatoes in area B and let the hairy vetch mature in area A, the next year vetch B and plant tomatoes in A etc. A few questions I have would be is this a good idea? Can I plant the tomatoes the in an area after a season of hairy vetch without tilling it all up if my soil is not too compact. Is there something I can grow with the hairy vetch as it grows. What other things do I need to be aware of? These are probably newby questions but I am trying to be smart about a plan, won't know if I don't ask.
