tuna can h20 check

I have a drip system in my raised veggie beds, I live in coastal San Diego, and have excellent amended soil. I have been running my drip for an hour at a time, and after a couple days i dig around checking soil "wetness". We are only in the 70's for weather, but my patch gets amazing, hot sun. The soil is not soaked, but damp a foot down after a couple of days. I really don't want to over water, so i put a tuna can under a drip and it filled in minutes.....what is the tuna can method, filled in an hour, minutes? I don't want to over/under water this year. thanks for any "tuna can" watering advice!
