Swiss chard seedlings are frail

I picked up a package of Swiss chard seed on a whim and planted them outside with some annual flowers which are thriving but the chard seedlings came up frail and died almost immediately.

So I planted some more in seed starting soil in cells in our sun-room along with some annual flowers as a control group. The flowers are thriving as expected but again the chard is frail and sickly.

Is chard from seed tedious? Did I get a bad package of seed?
