Newbie- How to prepare veggie garden

Newbie gardener here. Moved into new house w/ established veggie/herb garden. No flowers. Asparagus and strawberries are the only perennials except for a few herbs and mint. I weeded and planted lettuce and peas a month ago. They have sprouted and peas are about 10" tall already. My last frost date is coming up and I want to plants seeds (cuke, zucchini, carrots, basil, oregano) and well as transplant tomatoes and peppers.

1- After weeding, do I use a how (or similar tool) to turn over the old soil?

1a- If so, how deep do I go?

2- Then, do I add fertilizer and "hoe it in" to the old soil to mix it up?

3- Finally, once I plant my seeds and transplant the others, do I need to mulch?

4- Do you recommend newspaper under mulch

4a- If so, do I wait for the seeds to sprout before doing so?
