Lirope Patch Needs Help

When we moved to this house 4 years ago, this little area under two old Dogwood trees was growing a nice healthy patch of Lirope. We didn't favor it inparticularly, but neither did we mind it. It saved having to mow that area, except for at the end of winter - which the previous owner instructed us to do. Now there are weeds growing amongst the Lirope, and a thorny little weed-vine, with leaves similar to morning glories.

I'm taking suggestions --- any tips on how to get it back to a thick patch of Lirope, minus the weeds. Its thickness now makes it very difficult to find my way down to pull weeds up from the roots. Should we kill it all off and start with something new? It's a raised bed from the grade of the lawn, so I'm not sure replanting grass would be such a good idea. Maybe kill the Lirope and keep the area dressed with a thick layer of mulch over it?

Please ignore the unslightly weeds in the background gardens. I'm getting to them shortly.
