The fountain in the corner makes me think of birds and butterflies. I would plant 'purple majesty' salvia between the fountain and the first shrub, knockout roses under the window, then a butterfly bush on the right side of the house. Be careful! Buttefly bushes can get huge - pick a variety that gets 5-7 ft. high. The purple majesty salvia will get about 4 ft., the knockouts around 5, then the butterfly bush a little bigger, then the large tree. The plants getting smaller towards your door will draw you in to the front. Plant the ice plant there by the fountain in the part jutting out.
These are perennail/deciduous, but you should have a long growing season. I would leave the two evergreen shrubs you have there for winter interest.

I think holleygarden is on the right track with butterflies in mind. Another easy salvia for California gardens is Mexican sage, Salvia leucantha. And Salvia chiapensis would be very pretty next to the dark shrub on the right; it has very bright green upright foliage and deep pink flowers. The salvias would probably be full enough that you wouldn't have much need for the ice plant there.

If you want colorful iceplant, why not use the bare swath next to the sidewalk? You could select a few of the finer-textured kinds that are blooming pink and purple right now, and intersperse a few islands of large rosette succulents grouped together to create interest when the iceplant is not in bloom, maybe use some large rocks to help shape the groups.

One problem with S. leucantha is that you have to keep whacking it back to keep it within bounds. There are better behaved salvias that are prettier, such as gentian sage, with its beautiful bright blue flowers.

Dayliles, erysimums (although stay away from 'Bowles Mauve', which will get way too big for your space), and the ubiquitous agapanthus, will all mix nicely with iceplant and delosperma, and add more seasonal color interest. Iceplant only blooms once a year - it's beautiful while it lasts, but the rest of year it's relatively uninteresting.

Daylilies with dark red/brown flowers will pick up on the gorgeous color of that shrub on the RH side, giving a more purposeful, integrated look to your plantings.

I have no idea what the name of this daylily is, as I bought from a nursery that was going out of business. There are many similar varieties, however, in this color range:

We live not too far away and have a lot of carpet roses, they spread vertically (except the yellow), need little maintenance except pruning the occasional offshoot and they bloom for months. We also have some bushes (wish I knew the name) small leaves, green with the new growth kind-of burgundy. They get about 4 feet tall or so (not the red tip photinia, but similar color, much smaller leaves.) It would go nicely with the burgundy bush at the corner of your house. You could use the strip next to the driveway for annuals, changed seasonally (go to the Stanford Mall for ideas, their flowers are fabulous). I'd also plant something along the sidewalks, boxwood, etc. to make your front yard more of a "room"
