Normal for some tomatoes on plant to stop growing?

I have some beefmaster tomatoes in HUGE containers. They are growing beautifully with about 10-15 flowers per plant. Some of the flowers on each plant fall off and the tomatoes are slowly getting bigger. Then some of the flowers fall off and a see a little tomato that doesn't get any bigger but also doesn't die. Is this normal? Is the plant using most of its energy forming the ones that are growing well?

I hand pollinate them by flicking the flowers when the leaves start to curl back and I can see the pollen floating around when I do it. Out of 4 plants that are between 3-5 feet tall, I have 10-12 tomatoes that are growing but I have probably another 15-20 that are not growing anymore and dozens of other flowers.
