If your rose has only been in the ground for a few months, it is busy growing roots. It will add top growth when it can move nutrients and moisture up from the roots to the top growth. Personally, I think it's best to let the rose do it's own thing until it is truly established. You end up with a much stronger and more vigorous plant in the long run, if it likes your soil, your climate and the type of culture you give to it. Not all roses will take off a be productive immediately. In fact, I generally do not allow my newly planted roses to bloom for the first year. I want the plant to put most of its energy into growing a good root system. Since there are a lot of right ways to grow roses, others may disagree with the cultural practice I just mentioned. I don't think this would work in Quebec. Legally, there is a notion here of "reasonable inconveniences of neighbourhood". This is simply a way of saying that, when you choose to move to a crowded neighbourhood, you should be prepared to endure the noise and traffic that it entails. It also means that if you move next door to a house that has a bunch of trees near the property line, you can't force your neighbour to come and clean up the leaves in the fall. Needless to say, it is understood to mean that you can't force your neighbour to change anything on their plot just because their landscaping is inconvenient for you. Unless their landscaping causes you prejudice that you can prove (such as damaging your property, and not such as not being able to use something that wasn't there in the first place), there isn't a thing you can do to force your neighbour to change anything on their property, which is just as well. What's next? Forcing the neighbour to demolish his house because it blocks out the afternoon sun? Having the neighbour put down his dog because it changes the acidity of the soil near the property line? Forcing the neighbour to give up his car and take up biking instead just because the sound of the car starting wakes you up in the morning? I am really glad this legal notion exists. This whole story sounds like a party having way too many rights while the other party is denied basic rights, like keeping whatever is on their property, which besides causes no harm to anyone. I sure hope the victim of this farce finds a way to have the neighbour destroy their solar system to allow them to do something perfectly legal on their own plot. Having said that, please don't accuse the "movement" of being careless and self-righteous. Accuse individuals instead. Many people in that very movement would happily chain themselves to those trees in order to save them. In any case, the judge must have been on drugs...

Your zone is very different from ours so I don't know how to answer that question. I won't use a bloom booster except as I described above to get blooms during a rare summer cold front. The reason is that our weather is so hot in the summer that the plants stop setting fruit. In fact, at our house this week, in just a couple of days, we move into that danger zone of temperatures in the mid-90s. Hopefully we won't stay there. I'd hate to think the tomato plants have already set all the fruit they are going to set this spring/summer. If your tomato plants are blooming and your daytime highs are staying below around 92-95 and your nighttime lows are staying below 70-72, you shouldn't need a bloom booster. Your plants should bloom naturally and should set fruit. I haven't used a bloom booster in years because even though our summers routinely are very hot, I usually don't need a bloom booster unless we are in prolonged drought, and we haven't had prolonged summer drought at our house since 2015, which is extremely rare. If your tomato plants are blooming and not setting fruit, perhaps your nights still are too cold (below 55 degrees). Or, if you are having normal weather and fruit should be setting in the temperatures you have but it is not, then perhaps there is a lack of wind to shake up the flowers. Tomatoes have perfect blossoms and the flowers need some movement in order for the pollen to fall from the anthers inside the flower to the stigma, also inside the flower, to achieve pollination and fertilization. If your air is very still or if wind movement is blocked by something like a building, your plants may need some help moving. There are various ways to do this. The traditional one is to thump the flower blossoms. If you have a lot of plants and they are caged, you can just walk along a row of cages giving each cage a gentle shake as you pass by. Or, if you have a tennis racket....walk along the row of plants with your tennis racket in your hand. Give each tomato cage a good whack as you walk by. That will cause the plants and their flowers to move and the pollen to move around inside the flowers. You can use a bloom booster whenever you want, but don't overdo it. Too much can cause too much fruit set and then the plant has more fruit than it can carry to maturity.

Simpler, although I don't know if it would get hot enough for you, is to "play" with the regulator. If you can find a couple of old gas grill hoses at the dump to practice on, all the better. just knock off the seal on top of the regulator and take a look. Some have a nut on a stem, some are a bit more hidden. anyway, attach a handle from a ball valve to that stem and get propane flowing through it and by turning the handle you can greatly increase or decrease your fire. Any number of things can happen when doing this, of course. Probably number one for most folks is death. But, you also can get such a flow going that your propane tank freezes up. Or you can warp/melt the burners if they aren't of enough quality. I've seen the cast aluminum bottom of a cheap grill crack and sort of melt away. He kept going even after his burners had warped out, so ignoring unstable conditions is foolish. A cheap Wal Mart grill with a long hose to remove the tank from the burners and judicious use of the regulator valve gets me enough heat to do a steak like they do in proper steak houses. I keep a fire extinguisher on hand and am respectful of the heat I'm playing with, its probably more dangerous than a turkey fryer. (something I've never done, nor will I)
