persistent broccoli failure--please advise

For the last 7 years I have been trying and failing to grow decent broccoli. I'm in upstate NY, zone 4/5, in a sunny windy garden with sandy rocky somewhat acidic soil with a lot of compost worked in. I'm starting seedlings in the greenhouse in the first week of April and planting out in the first half of May. I've tried different cultivars and spacings,I've tried mulch and no mulch, I've worked wood ashes into the soil to deter root maggots and raise pH a little.

Every year our broccoli has the same problem: small heads, sometimes with rotten spots in the center, maturing unevenly so that the florets on one edge are open and yellow before the florets on the other edge are decent-sized.

I can grow excellent kale and decent cabbage and brussels sprouts, but broccoli defeats me every time. Any suggestions would be greatly appreciated.
