Watering potted plants in 5:1:1 mix

I have 10inch containers with tropical jasmines and hibiscus in potting mix 5-1-1. the plants are indoors in my sunroom next to south facing window and they get sunlight for 5-6hrs It has been nearly 3 weeks I watered them they still do not look like they need water. There is no wilting of leaves/buds. The plants are very healthy looking and seem to be in budding phase and with some blooms. When I checked the moisture with my $15 moisture test meter, it shows 100% dry and the top layer does show as dry. I do not want to water the plant until the pot is light for my lifting or I see some wilting happening. Is this the right approach for watering requirments? I do not want to kill them with lack of watering either. I cannot lift the pots to see the bottom pot to check for moisture as they are heavy for me to lift. I do want to fertilize with foliar-pro atleast everytime I water, but if the plant does not show the need for watering I do not know how to fertlize it.
