Help! Want to plant bulbs at Summer Cabin!

We live in NE Washington and although the zone map shows us to be in Zone 5, the County agent said to consider us in zone 4 or maybe even 3. We stay here half the year but when it starts getting too chilly, we head south. Any bulbs I plant that are left in the ground will have to get along for the colder months with no water (except what nature provides). Will this be a problem?

I'd also like to plant bulbs in pots. Should I dig them up before heading south and store them in the basement where minimal heat will be kept on for the winter (@40 degrees)? We will probably be leaving in late October. Will bulbs get annoyed if I dig them too soon?

Also...Can I plant bulbs in pots that are designated for warmer zones (and then dig them and store them for the winter?)

Thanks for any help/suggestions. We just moved here from Florida where the only bulbs I've ever planted were caladiums and I just planted them and then they were on their own.
