I think it would be fine to wait to plant them. January is not all that far off anyway, even if planted in late Jan. I'd just try to watch and keep the Stargazers from drying out too much before planting. You might try keeping them stored in some slightly dampened peat, or potting mix. Happy Planting. Sue

The Stargazers will require about 400 hours of chill/vernalization at a temperature of about 35 degrees F to assure a good bloom next spring. Lilium bulbs dug and sold for Fall planting (which I assume these were) are not prechilled; bulbs shipped in March/April for Spring Planting are prechilled by the seller. So, about a month in the fridge should do. Watch to make sure they stay just a little moist--don't let them dry out because lily bulbs don't have a protective shell like tulips do. And then plant them right along with your tulips. In your zone 9, Stargazers may or may not require an annual refigerator vernalization for a good bloom--see how they flower in 2013; and decide from there. Wait til after the first frost, cut the stems back to about an inch, and dig them up with a spading fork, being careful not to dig too close to the bulbs so as not to damage them. Lift them, and replant in their new location. If they are not hardy in your area (I don't know if they are) you can store them over winter Clean them, dry them, dust them with a fungicide and store them in a paper bag with peat in a cool dry area, and replant in the spring. You can make more by peeling of a few of the corns ( looks like a garlic clove) and planting it up seperately.

Yes - you're right those are buds. They have dried up and aborted. Lots of possibilities. Over or under watered, excess heat or cold. Insufficient light. The environment inside a house is not really optimal for lilies and they are definitely to be regarded as temporary decor while the flower and then need to be put somewhere cool and light. The only way to know if they will grow again is to make sure the medium doesn't dry out completely, be patient and watch.
