can't help you w/the fabric (although plenty of online stores to purchase). For the paint, get the deglazing stuff, some 220 sand paper and sanding sponge, clean rags and mineral spirits for cleaning the wood after sanding. (sand, clean, then deglaze. paint within 15 mins of deglazing. for extra prep coverage, use a spray primer like Zinsser). Rustoleum has some blue, but if you want a specific color, there is a company that put any BM paint color into a spray can for you. It's a bit more expensive than what rustoleum is, but you can pick any color you like.(I've ordered 6 cans of color through them)
I guess there is spray paint for fabric. you might try this if you plan on replacing it anyway
Valspar at lowes also carries some decent spray paint colors.
remember, when using the spray, do light coats. let dry, give second, third or forth coats. do not spray heavy coats! it will look fake and cause drips.
here's what you like? get a good, heavy velvet for seat. a duck fabric for the back would work. try Hobby Lobby and use the coupon.

or, plan B, forget all the prep (except a mild sanding and cleaning) and use chalk paint and a brush. more work, though.
or, they have spray chalk paint! never tried this one
