An article from someone who did it. http://freshcrush.com/track-lights-to-pot-lights/ "Well, I say easy, but that’s because I wasn’t the one shoved up in the attic cutting 4 new light boxes into the ceiling, installing the recessed lighting, with the vapour barrier, and insulated boxes. Yeah, that was a job for the man of the house. (Did I mention he despises being in the attic?) Love you honey!"
A youtube about how to do it. Sometimes things aren't hard, they are just labor intensive. Wait until the weather cools if you send DH into the attic.

If you pay an electrician to do it, it will be "expensive." I replaced a chandelier in my dining room with four canned lights on dimmers and it was around $500 as I recall and that was several years ago.
Maybe better bulbs in the existing lighting will give you more light.
