Not sure how long your room is, however, this might be a floor plan that will work for you.
Locate the sofa on the opposite wall with the two high bookcases on either side. Paint can go a long way, consider painting the bookcases and wall behind the sofa the same color.
Art above the sofa and wall sconces for lighting. Ikea has simple wall sconces that don't have to be hard wired and just plug in. Add two small tables on either side of the sofa in front of the bookcases. See plan. You might have room for a pull up chair, could be any good or fun design. (craigslist is perfect for good finds.)
Opposite the sofa: a console with the tv above. Two large mirrors on either side of the console to visually widen the room.
At the window, consider a 60" x 27" table top extending from the corner. Attach the corner of the top with angles and one pedestal at the end. I have designed many NYC apartments which are always tight on space. This solution gives you a good size top and interesting dining solution. Below is a table on an angle being installed right now.
If the dimensions look wrong, you an correct the dimensions of the room and I can revise if it helps.
The trick is for the design to balance the space and not just line it all up. You can really pull this together and have it exciting and functional. Hope this helps.
