Regarding tv height - it all depends on use. None of the seating is oriented for direct television viewing, and while I'm not sure what type of consulting is done in this office, it is perhaps appropriate to assume that extended television viewing is not the intended use of the space.

Ambient noise, multi-media, display, meetings ... even quick break-time entertainment - there are so many uses for a tv these days that it's tough to call out the location as inopportune or ill-conceived without more information on how they are planning on using the unit and room.

Oops! Didn't read the article thoroughly. It says the door leads to a small landing with a stairway outside. Probably the one clients use to access the office suite. Which, obviously, creates a lovely impression as a client walks into the "chat" area first.

Examples of rod iron and wrought iron are attached. Rod iron appears to be chunkier, wrought iron finer and often with some sort of filigree treatment.
