It looks like from where you took your picture a trellis need not be that high to do the job.
Nothing is going to reach 15 ft. and then just stay there. Trees and shrubs stop growing taller by entering a decline and dying, dying back or having branches that bend over before they get above a certain height. Even in the latter case there is still usually some eventually significant mounding up taller as time passes.
Not being true trees or shrubs bamboos do have a maximum potential height that is not surpassed once it is reached. But most installations used to contain their underground spread are not 100% effective, need to be used in combination with cutting a percentage of the root-stocks back each year. And these plants drop a lot of persistent debris during the growing season.
