This box of Cascade is a rebranding of Institutional Cascade. You are probably staring at this, and saying, what on earth is that. Well... it's a formula of Cascade Automatic Dishwashing Detergent, that was sold prior to the domestic ban on Phosphates in June 2010.
The detergent is a high performance, chlorinated, and it has a built in Rinse Agent. I'm not promising a miracle, but, I'd say there's a good coin toss chance, that it may solve your issues. If this truly can't get your dishes clean, I would swear on my life, that nothing probably will.
I would also try to use a cycle with Added Heat, and Read your Manual to see if you can turn on extended heat / additional drying. Your model may also have a "fan dry" option, like my GE Cafe (mid 2020) does.
