There margin on import products is great for the bottom line. All of the cheap vinyl are imports.
The only floor that you install over an uneven substrate is one you want to fail. Make your floor flat and vapor proof with the proper prep.

"Top of the line'', no. Dual layer products will always have issues that demand strict control of temperature and humidity. Or the differing expansion rate will cause separation. If you don't keep your house well climate controlled, almost any floor other than tile will give you some problem.
Personally, I'm partial to Karndean, Armstrong, or Mannington. Better quality, and are truly US or UK based companies.
