So Sorry, thats really crummy. Just befor I bought my house, the owners put in a 6 ft tall chain link fence. That is something I could live with, by covering with vines etc, but on the back 60 ft of the lot, they let the neighbor, not so lovingly called "The Wierdo" affix corrugated aluminum. Thats right! You cant imagine how ugly. So, I went to home depot, and portland nursery, and all over and found the best price for split bamboo screen. It comes in a roll, 6ft tall, about 15 ft long, for between 40-50$ per roll. If you didnt have something to mount it on, or wire it too, I bet mettle posts and small animal fencing would do, and be cheep(Relativly) I have had good luck with this. As I could afford it, I have put a second thickness on top, to make it really dense and not see through. I have covered other pieces of this fence in a dense mat that you cant see through with shrubs that have been trained up, (yes unnaturally, but desperation is the mother of permission)some that have worked very well are, Japanese Quince, double Carria Japonica, Forsythia, Budlia, Jasmin Nudifloum(winter Jasmin) which grows fast, and dense. In all of the following, my need was something that could grow fast, tall and narrow. and not go entirely leafless in winter. then in front of the screen of plants, and or matting, (I tend to do about 20-30 ft of one and then the other) I make a bed of other more interesting perenials, hostas ferns phlox,, on and on. This worked for me partially because I was lucky and people shared plants, which I try to continue to do to pay it forward, but I believe its the cheepest way I could have gone, and now I have a lovely private oasis. Good luck, and by the way, I chose not to confront the neighbor because he is creepy, agressive, and I plan to live here for the rest of my life, having been lucky to ever buy a house in the first place, and did not want to make an enemy for as long as we both should live.
