Lilacs are not recommended for North Texas. Vitex is a better choice, and they are very fast growing. They are deciduous, though. Rose of Sharon’s are deciduous and slow growers. You need evergreen trees and shrubs around a pool; hollies (Yaupon, Nellie Stevens, Fosters Holly), magnolias such as Little Gem. Yew podocarpus makes a good screen but they’re somewhat slow growing. Viburnums might work too, if you’re interested in blooming options. They can get big quickly.
Now is a good time to plan your screen and then plant in the fall. If you plant in June, you’ll have to water the heck out of your new plantings come July and August.
