Spores will survive just about any natural environmental condition. What you want to do, is practice good hygiene by removing material from which spores are likely to be released once growth resumes in the spring. Removal of old infected leaves is highly recommended as it moves the inoculant source further away from the host. Doesn't mean re-infection won't occur from other further away sources but at least you're making the spores work for it.
