I'm an AV Pro in NJ, saw your post and thought I could be of some help. For best Wifi coverage I always recommend using wireless Access Points - that is Access Points that are directly wired to your router for the best data throughput - not the kind that you "plug in" to an outlet. The number of APs you need depends on the size of your house. Typically if it's not a large home, you can get away with one AP on each level. If you have a big back yard and spend a lot of time there with your laptop or smart devices, think about adding an Outdoor AP attached to the exterior of the house. Along with hard-wiring each AP, pull a wire to each smart TV, Roku, Apple, etc. for a more reliable connection for streaming video services as well as keeping them from bogging down the WiFi. Also pull wires to any point in the room that will support current or future Ethernet devices.
CAT5e will certainly work, but if you don't mind spending a few more bucks, I would stick with CAT6 UTP. Some guys pull shielded CAT6 but I personally don't think its necessary for a residence. Terminating all wiring to a rack or structured wiring enclosure will ensure a nice look and make it easy for add-ons or repairs. Make sure you have some means of ventilation if installed in a closet.
OK, so your question, can an electrician do this work - well some can and some cannot. An electrician can certainly pull the wires to the designated points, but cannot always terminate & test the CAT5 cable. Not to mention CAT6 which is a little more tedious to terminate. Some electricians are certified low voltage telephone and data cabling installers as well, so you'll need to ask. As far as the setting up the Wifi network, it's been my experience that most electricians stay away from this type of work.
However, being an AV Pro myself, I would recommend consulting an AV Pro in your area via the Houzz Media Professionals.
Most AV guys are great with networks and carry the best brands to give you the most reliable service as well as manage the network remotely if you so desire.
Some of the better professional brands to look are Luxul, Araknis, PakEdge, Rukus and also Ubiquity which is available to consumers.
