Very good article. It seems to support my personal theory:
Trump and his family were being played by Russia, and were not directly part of the conspiracy. Others members of the campaign were drawn in and assisted Russia for their own personal benefit (money, status). This does not mean that Trump was/is not a serious threat to the security of our country. I think they understand now they were played, but its too late. They have now been compromised and may well be (likely) acting on behalf of Russia.
If correct, this would explain why Mueller closed up shop. His mandate was specifically related to the campaign/election. Without sufficient proof that Trump and/or his campaign knowingly conspired with Russia during that period leading up the the election, Mueller would not be able to indict Trump or his family for collusion/conspiracy. The Trump campaign members who were not unwitting patsies have been indicted for "other" crimes and most have cooperated. Manafort may still decide to cooperate, especially given the SDNY charges which cannot be pardoned. Mueller got them, they were convicted or they pleaded, so they will not go unpunished. No need to disclose what he knows about the collusion/conspiracy they may be guilty of, especially if some cases are ongoing (Roger Stone).
I think Mueller has turned over everything he knows to Justice, and it is now a counter intelligence investigation. Trump is currently under investigation for acting on behalf of Russia, but that is not under Mueller's scope. He is now acting knowingly, not unwittingly as was the case prior to the election.
If true, the release of the Mueller report would not spell this out. It might say that Trump (and his family) did not knowingly assist Russia in its efforts to influence the election.
