Finding an area rug pad that will not damage my hardwood floors

My husband and I purchased a brand new two storey house with a basement suite a year ago. There are beautiful light maple hardwood floors on the main floor. The basement suite tenant complains of noise from the upstairs tenants and I think it is because of the wood floors. So I want to put down a couple of area rugs to help soundproof, however, I don't want to discolor the flooring. The living room faces west so there is a lot of afternoon sunlight as well. My first dilemma is whether I should just put in wall to wall area rug or use a smaller one and just rotate rug and furniture placement to protect the floors. My second dilemma is what kind of rug pad to use - waffle vinyl rug pads vs felt ones so that the wood floor can breathe. Looking for some advice and recommendations on what has worked for folks. I live in Saskatchewan.
