Question re Disbudding

I see some very old posts about disbudding from a very young or newly planted rose. This is not that question, exactly.

I'm in California -- typically at this time of year my rose bushes are filled with lots of little buds, and I typically have a full spring flush in early to mid April. Our rains came late this year, so I understand my timeline might be different... but several rose bushes have one big bud and no other little buds that I can see. I'm concerned at this point that all the energy will go into the one big bud, and I won't get my usual spring flush -- the best of the year! Should I disbud the one dominant bud to push more buds? Or will that make any difference? I rely on a lovely April, as we get a May Gray and June Gloom phenomenon, then a hot, dry summer...so really, my spring flush is always the best. I don't want to miss it this year because of a few weirdo buds!

So -- Question 1: Disbud the one dominant bud on several bushes to push more buds?

Question 2: Is there anything in particular that causes one dominant bud to form?

Any other advice?

Thanks so much!
