Repainting after paint didn't fully cure

Hello All,

I have a piece of furniture that is going to moved from its current location, so I'm going to fix its paint while it's in transition. I put the critical bits in bold if you don't want to read the whole story.

Background on the piece:

I painted the piece several years ago in Sherwin-Williams All-Surface Enamel (waterbased, SW 7630 Raisin), and it never fully cured. It spent several months to a year with wax paper between the door and the frame because the paint wanted to block. I was able to remove that wax paper, but I still keep pieces of wax paper or similar under anything inside the piece, since the paint can still dent with a fingernail, and I don't want to risk it sticking to my stuff.

If it matters, this piece is made of several materials: the door is some sort of plasticky material, the bottom is pressboard/mdf, the sides are plywood, and the top rim is wood (it has a slate insert) ... I picked it up on the side of the road, stripped it, and repainted it. It didn't really cure on any of the surfaces.

I'm going to repaint it with Benjamin Moore Advance Waterborne Alkyd (BM CSP-480 Velvet Cloak, if it's important). I've used this paint (in different colors) on multiple projects before and have been happy with it ... wish I'd just used the Benjamin Moore for this piece, too, but I had picked a Sherwin-Williams color from my pile of chips.

Anyways, getting to my question ... Before I buy the paint and start this project, is there anything I should know about going over improperly cured paint? I was hoping I could just sand and paint, but I don't want to have more blocking and uncured paint issues. I really do not want to strip this piece again if I don't have to.

Do I need to use a special primer over the bad paint? Adjust dry/recoat times? I was going to just ask the place that sells the Benjamin Moore paint, but I figured I'd ask here first, before I go to the paint store.

Thank you!
