Can this manzanita recover from a fungus, and how

If this SF Bay Area, peninsula manzanita, shown from 2 different angles, was to recover from its current probable fungus; I cut out a lot of dead wood - could it recover any level of symmetry? Can new branches grow from existing ones? I know it will never again be pretty, but it just has to be part of a mixed hedgerow long term. Or, will it only grow from the ends of the branches that survive? Basically wondering if I should remove this now and get a new plant. I have 2 other manzanitas nearby with a similar problem, although they are a bit better, with some surviving symmetry. If anyone has thoughts on the chances of them surviving, let me know, I'm prepared for the worst.

BTW, these were all 15 gallons new, are about 6 years old, were cared for by the book, no summer water after establishing, no nearby water, etc. I cut where the wood was all dead; in the remaining branches I saw a little bit of green so I thought there was a chance I should leave it.
