? Possible to put between-studs shelving in an exterior basement wall?

I was wondering if it is possible to put shelves between the studs on an exterior wall in our basement.

House was built in 2019, central NC.

The concrete wall was poured (not block).

Here are the only photos I have from construction.









This is the section (photo below) that I want to use to create two columns of bookshelves and one column for a broom cabinet.




My intention is to build boxes (and not remove any part of the studs) that would recess partially between the studs and stick out partially into the "room", to make the depth suitable for an average book / binder, and to create a broom cabinet.

However, I don't know what insulation / moisture barrier is between the drywall and the concrete. The only thing I know is that it is not behind the studs.
