Toilet tank not filling fully despite new fill valve

I have a 2-yr-old American Standard Champion 4 toilet. I changed the fill valve but the tank now fills slowly and stops 1/2 way. The flush tends to be weak and needs to be done twice. While filling, water drips from under the fill valve cap. Do I need to adjust the fill valve or the flapper somehow? Clean something? Do I need to change the flush valve? Am Stan said the chain doesn't have enough slack, but that is how it was when the toilet was installed. I adjusted the roller clamp so it's all the way to the opposite side that's shown in the picture. That may not be right since it is in the opposite direction to how this video shows: https://www.fluidmaster.com/products/toilet/toilet-fill-valves/215-water-saving-roller-clamp-refill-tube/. When I flushed, not much changed anyway.
