Problem with Norfolk Island Pine - tiny black dots & gradually dying

Hi! I've bought this plant in April and have been unable to get rid of these tiny black dots that have been multiplying and leaving the pine quite unhappy... they are not brown or red but completely black and there's also some kind of very thin web that makes them look like they are suspended in the air around the needles. I tried spraying it with soap diluted in water with some essential oils and it helped for a while but at the same time in time it burned the most tender branches that ended up turning brown and drying up while the black dots gradually reappeared. Unfortunately I've been moving from one place to another during these months so the plant have had some extra stress adjusting to different light/humidity/cold exposure.


What would you recommend to do right now to save it? I leave by the ocean so it's relatively humid, but not a subtropical kind of humid and also drier inside the house. it's Autumn here and slowly getting colder (less than 60F inside the house at night sometimes) so I am not sure if it's a good moment for transplanting. Shall I cut the top (it's already completely dry)? Shall I try with soap again but with less quantity/concentration? I would greatly appreciate any advice because I've grown very fond of this little fellow :)
