What is this? Weird sticking out Spanish Clay Vent w angle on roof?

Dear all, we have a house built in 1933 in San Francisco and I just noticed that we have a weird looking vent (seems to be made of clay, maybe known as "Spanish Clay Vent?") sticking out on the roof, on a vertical surface, with an angel. Here are some photos:





We happen to have bad water leak issue downstairs in one of the family room windows, which happen to be about directly under this vent on the ground floor. Any idea what this vent might be used for, and could it be the culprit of the water leaking downstairs?

We replaced the window (with "insert" or "retrofit" installation method) 7-8 years ago (Milgard window) and before the window was replaced, I can't remember whether there was water leaking issues (I think before the current Milgard vinyl window, it was a wood window). That said, we have been living in this house for 20+ years and before the window was replaced, I can't remember if the window was leaking or not. That is, I'm not sure if the water leaking issue is caused by bad window installation, or it has been this "vent" that's the culprit all along. Any thoughts? Thanks in advance!!
