crape myrtle bark scale?

I was given 10 baby crape myrtle seedlings last winter and 9 lived and bloomed beautiful purple flowers in the summer. However, one has this black bark with white spots.

I search a bit and looks like it has infected crape myrtle bark scale. Should I remove this and replant another? Friend said they had plenty but I would like to save it if possible without infecting others.

Thanks and happy fall gardening
