What to do about my Dean Conklin Plumaria

I live in central Jersey and have been taking my plumaria indoors in the fall before the first frost. This year I left it indoors by a sunny window because it was too heavy for me to take the pot outdoors. It has not bloomed but it looks very healthy and has grown to be about 6' tall with three distinct branches and continues to get new leaves. Should I stop watering it and let it go dormant?
I would appreciate any advise you can gove me. Thank you.
