How to kill saplings? Need a stumpkiller!

Good afternoon. I have saplings that I just cannot kill in a garden. They are trees such as sweet gum and willow oak, and the saplings are 1-4 years old and about a sixteenth of an inch to a quarter inch in diameter. Spraying the leaves with roundup just kills those leaves, not the plant. I've tried cutting them down and squirting round up concentrate on the trunks, also to no effect.

What can I buy as a stumpkiller herbicide that can be painted on or applied to a cut trunk that will reliably kill a tree?? Thanks!
