Vines Like Black Eyed Susan Vine That Are Evergreen Zone 9b?

I have been growing Black Eyed Susan Vine in California Zone 9b successfully, typically in an organic soil that is either in a container or raised bed or in ground. So far these vines have met these important requirements for me:

1) They stay evergreen in zone 9b, and they can even periodically put out a few flowers in Winter.

2) They grow rapidly, vertically, as long as I do not place them into native clay loam soil. The roots seem to like to have an airy soil.

3) They do not get higher than about 12-to-15 feet, which works out great for many locations were I want a flowering vine.

Most of the vines I have seen locally being sold as competitors are much larger vines, typically filling out an entire fence over time. Are there any other vines that stay evergreen in zone 9b and stay within the 15 foot height restriction and stay narrow and vertical? Many Clematis meet my size requirement but are seasonal and look horrible in their off-season condition.
