How to manage jasmine polyanthum for optimal results

This vine has grown from a six inch pot grocery plant to this monster in a 5 gallon pot in about 3/4 years. The trellis is a large tomato cage and a two 6/7' bamboo stick teepee in the middle to stabilize and provide further hight. Now, it is pretty much out of control with trendrils jumbling together and trying to grow further upwards while the tomato cage portion is old and almost bare. I am tryinv to keep some semblence of order by untangling the growing vines and bringing them down to the lower tomato cage part and generally to distribute the growth evenly around. Lately i have started pinching off the vines as they reach the top. The upper part ptobably has 2/3 layers of wrapped vines at this point. Most of the monstrous growth is from this seasin and the blooming was minimal last winter. Not enough buds gormed and most of those that formed dried up before blooming. It was likely because of not gettinh sufficient cool temperature or timing the move indoors to warmer temperatures and/or insufficient water. Anyhow, i know it may be too late to do much for the coming winter but what can i do going forward for better performance.
