Is it safe to add borage flowers to the garden compost ?

I grow both Russian comfrey and borage, comfrey in a flower plot, comfrey in the vegetable garden near the tomatoes in the hopes of deterring horn worms. The Russian comfrey has sterile flowers, so I am not worried about adding the whole plant to the garden compost. But I know that borage pops up every year in our veggie garden, in spite of us tilling the garden and removing the flowers from the borage plant before adding it to our garden compost bin.

So, should I keep removing the flowers from the borage before composting ? I never add Echinacea or bee balm or any other flowers to our compost bin, for fear of self seeding. Although I let them stand long enough for birds to collect most of the seeds. But all the tomatoes and bell pepper and cucumber kitchen scraps go in it, so I think I am inconsistent, need help to get more clarity please.
