Why is my sage on 4th floor roof in NYC (Zone 6b) becoming 'tough'?

Hi everyone. My sage plant (up on a 4th floor roof in NYC, Zone 6b) was doing well, but now I'm noticing that the leaves - instead of being soft to the touch, and a soft shade of medium green - have become thicker/tougher in feeling, and are losing their green color...becoming more like a yellow/green. Is it possible that it's just that their ideal growing season has passed, and it's getting ready to go to seed?
Or...now that I look at it again, maybe it's the larger/older leaves that only appear that way. I AM seeing other leaves that are the usual, softer, greener leaves. So maybe it's OK..a natural process... I'll just pinch off the older leaves...
