Habanada pepper plants

All my other pepper plants are doing good and have peppers. Some have 4" peppers. My habanada pepper plants have no peppers and a couple have very tiny flowers that have not opened yet. They have been grown, and planted alongside all my other peppers. Do they require different soil? Temps? They seem to have been stunted from the start - I started them from seed indoors and they always looked very "compact".

My other peppers are doing great. Maybe this is because the Habanada is a heatless hot pepper? It is not hot, it is very sweet, but it is from hot Habanada peppers.
