Woodland peony obovata ‘alba’: Is it always so shy to flower?

this has been in my garden for at keasr 20 years. It started as as a 5 inch plant. it took 4 or 5 years to produce a single flower and every few years added another blossom. This year it had 7!

It is a little late to ”worry” about it but i am curious. Are these plants normally so shy to flower over such a long period of time?

is it relevant that i have never deadheaded, cut it back in the fall or applied fertilizer?

im not sure it would be be more beautiful if it had 20 blossoms!
