Winterizing rosebushes in December Help

I live in Milwaukee, Wisconsin, and typically I put rose collars around my 8 rose bushes & fill 1/3 to 1/2 way with the old mulch that was around all the bushes around December 10th of each year.


This year has shown a warmer trend than many of the past Winters. I don't want to winterize too soon as to cause disease on my bushes. Can anyone help out with when you would do this?


Obviously, I don't want to NOT do it as it can get way below freezing come January, but that may end up being too snowy or cold to be able to do it then.
